The waist measurement you used on the upper bodice is what you will use on the skirt. If you snatch snatched the blouse by two inch do same on the skirt.

When cutting the yoke the stretchy part should be horizontal while the part that doesn't stretch much should be vertical and also make sure you trim the front armhole properly. I hope this helps.
