Ya, you can change the recommended valve clearance to what ever your bike manufacturer says 👍🏼

I have installed new OEM Cams on a KTM, now the shims are too tight, would it be an option to sand the shims down?

You could but for the money I would just order from rockymountainatv.com and get a set of them or get 2-3 sizes smaller than what in your bike now.
