To clean rubber, I use isopropyl alcohol. Works to clean and condition windshield wipers, too.

Great question! I use a 100% horse hair brush small in size. Use whatever fits your hand. Remember the softer the bristles the more buffing action you get. The stiffer the bristles the more cleaning you get.
