What is the logic of considering utilisation of 0.6 and 0.8, as we have already increased the time between two vehicles being served to 10min and 20 min respectively.

Because if you observe, while in non peak hour, not all the fuel station in the petrol are operational. Out of 6 may be only 3 are operational. That’s where the figure of utilisation comes up. Hope now it’s clear.
