These Illager Captains Drop Illager / Ominous Banners And Give The Bad Omen Effect To Spawn Villager Raids
This Works With The Latest Version Of Minecraft 1.21.0

Commands For Versions 1.19.70 And Above:

/summon pillager ~ ~ ~ ~ ~ minecraft:spawn_as_illager_captain
vindicator:
/summon vindicator ~ ~ ~ ~ ~ minecraft:spawn_as_illager_captain

i know a version for 1.21. heres how. first spawn a pillager and then type this command "/event entity @e minecraft:spawn_as_illager_captain" and then it should add a banner to his head

yeah, that works as well and is good if you have already spawned the pillager but i think my method should still work in 1.21 as far as i am aware
