For the bike rental business, Application which need to be made to the Regional Transport Authority. Section 75 of the Motor Vehicles Act, 1988 provides for Scheme for Renting Motor cabs (which includes motor cycles).

First thing, you'll have all details of customer so there is very rare chance of theft. You can ask customer to deposit cheque ( post dated- date after trip duration) with an estimated amount of bike. Install GPS device in bikes
