"update your version" finally after so much research, i got my answer to this problem, latest version of windows 10 is 20H2, mine was older, i updated it to this latest version, using windows 10 update assistant (you may update it normally), and now what happens, when i turn my connection to metered connection, it completely stops using data in background, earlier, even if i turn on metered connection, still it was consuming data, in one way or other... take care... bye
