No don't use any vpn, just check on your parent's device "is stop supervision option is enabled or not. ". The minimum age criteria is set by Google and that's 13 years. As you said you're already 13+ according to Google. So you just need to check your parent device and have to stop supervision.

Kindly verify that is your device was supervised due to age factor or manually supervised by your parent. If your device is manual supervised, then you have to stop supervision from your account with help of your parents. Supervision can used by parents to check your activities on your mobile. Parents can also supervise you if you're above 13
