Is it ok to plant them when nights are still regularly below freezing?

Dormant fruit trees, yes. I just planted 4 trees and it dropped below freezing last night.

Basements with furnaces are not cool enough for dormant storage. Attics work well if that is an option.

Attics are a problem, because hot air rises. Even on cold days, it can get warm in attics when the sun is out. The furthest possible spot in a basement away from the heating unit would probably be cooler than an attic consistently. For me, the garage is the best option.

This depends on climate zone, winter temps, and the timing of the required dormant storage. Your viewers in colder regions can encounter different circumstances than where you garden. In zone 5B, my attic is consistently 40-45 degrees Fahrenheit from November through March. In the same time range, the basement furnace is running enough that every corner of the basement is warm enough for tender tropical houseplants. Potted alocasias and colocasias that spend the warm season outdoors and then overwinter in the basement do not go into dormancy and will even sprout new leaves with sufficient light and water. By the time that the attic is warming up in April, any hardy or semi-hardy container plants that needed to be kept in dormant storage can be planted or placed outside anyway.
