If one arrive at German airport, would the immigration also ask you to provide block account documents or it doesn't matter since you have gotten the visa

The immigration don't have anything to do with that, so they won't ask you. Anyways, you can't get the visa without the block account.

Concerning blocked account or rather sponsorship, if I'm admitted in a school for master that is not tuition free will the sponsor be made or asked to pay for the tuition? And what if my school is not in same city with my sponsor, does that affect in any way?

The Sponsor is responsible for all your COL and tuition as long as they make this document. It doesn't matter also if your school is in different city.
