Be a citizen of or have been granted refugee status by an eligible Commonwealth country

Is it mandatory for the referees for my Commonwealth Master's Scholarship application to be the same individuals from whom I obtained letters of recommendation, or can they be different? Can I select referees who are not the professors from my university who provided my letters of recommendation? Is person with special needs(disabled persons) can just apply to CSC website and through nominating agency like (NGOs and charitable bodies's sub department named "Commonwealth Disabled People’s Forum (CDPF) ? OR they should also have to apply through national nominating agency in Pakistan called HEC ?because according to my understanding special person will not need to apply through HEC.They will apply only on CWC and CDPF..Kindly reply this query..
