I love how summoning Personas in each game is like a literal representation of the themes of each game. Persona 3 - They shoot themselves with gun-looking objects, representative of an acceptance of death. Persona 4 - They break tarot cards, representative of a defiance of the idea of fate. Persona 5 - They rip off masks, representative of how they're tired of hiding behind a fake personality just to please people and are showing their true colors to bring rotten people to justice.

From what I understand, P3 Persona users summoned their persona when under intense stress and trauma. The Evoker simulates the user shooting themselves in the head, which causes their mind to go through that stress and trauma to consistently summon their persona without possibly killing the user. Thus, Joker would have summoned his persona once he fired the gun, but only for a split second before the bullet turned his head into a donut.
