This isn't a hack. Every profile on that console can play online. That is the only feature available to them though. No dlc, no free games, etc.

I wanted to try this in order to transfer saves from one account to another on the same ps4. It dis not work with a usb drive, and had to be done via psn cloud upload. But since the other account doesn’t have ps+ it doesn’t get access. Unfortunately it doesn’t work, and the deactivated account remains without ps+ access.
