I know you said you dont loosen up the roots! But if its really root bound would you recommend doing it.. i normally would in my pots just cut the bottom of the roots! But i bought two besutiful hanging baskets at Costco mothers day weekend and there starting to look a little rough and i can see the roots on top i dont want them to die!

Do you ever line these liners with plastic to help retain water? I find these coir based baskets dry out way too fast.

Yes, you can line them and that will help them retain the moisture better.
