They are playing almost no units on their board or putting the carries in the front. It's a way to ensure a loosing streak in order to gain the extra gold guaranteed.

In a typical game where everyone is trying to win, you just play a "weak enough" board. However, if there are multiple players trying to force a loss streak, they'll "race to the bottom" where the weakest board possible is a completely empty one, in order to beat out the other loss-streakers. Notably, if two open-fort boards play each other, they draw and both take damage + reset their loss streaks. It's sometimes done to grief other open-fort players out of the game entirely by ruining their econ.
