Theoretically, this could be used to step up a voltage but: Even if that tiny drive motor and those magnets could generate enough current in the coil windings to light that bulb (they couldn't), you'd have had to use up more power to turn that motor than you'd produce in the bulb, due to inherent losses. So you'd expend maybe 60 watts from the battery source to light a 40 watt bulb. That's just the way it works, folks.
