Here's another tip which may help, it certainly solved my problems with voice control. Settings> general> Accessibility> Home Button> 'Rest finger to open'

Even if siri is off and i have restricted it voice control pops up with a loud noice every time i accidentally hold the middle button. It is really anoying and it happens when it is least wanted.

way around this is to enable siri and disable access on lock screen, you will only be able to access siri when iphone is unlocked therefore the voice over is overtaken by siri and this option is disabled now by lock screen

Everyone in the comments is saying that it doesn't work… but for some reason it worked completely fine for me! I had previously turned Siri off completely, but the voice control was still there. I did this and it turned off totally. The first half of this tutorial (the part where you enter Password) didn't work. As in, the Siri choice was not there. But when I went into Restrictions it worked fine. I'm hoping it stays this way! 😬

I think many of us are having the same problem, and that this video does not fully fix it. There is a fix below if the voice control pop up comes from touching the home screen. If it comes from just having earphones in, I think you have to get earphones without a mic function. I think that a mic on earphones just picks up everything and the phone thinks everything is either a Siri request or a Voice Control request. It's so frustrating.

On my iPhone (5s) Every time I try to type & spell something wrong, it comes up with the correct spelling above my misspelled word (like most/all iOS devices do) but then Siri says it aloud too! this doesn't work if you use the touchid feature as the phone will log you in and then start siri - however, the latest IOS 10.2 (in beta) has an option to control what the home button does when pressed and held, so looks like Apple finally listened...

The key thing is that turning on Siri replaces Voice Control. If you turn Siri off after making these changes you are returned to Voice Control which does not have any of the restriction settings they are showing you for Siri. The key to all of this working is to keep Siri on.

Finally found a way to turn it off completely: Open "Settings" Tap on Siri Swipe to switch Siri on Return to the Settings menu and select "Passcode" Tap "Turn Passcode on" and create a passcode, if you don't have one already. Tap the "Voice Dial" option to turn off voice dialling Tap the "Siri" option to turn off Siri from the lock screen Lock your phone and see if it worked!
