Well the top went right, but the bottom went left. That’s why left or right is not a good way to describe a turning direction. Instead we use clockwise and counterclockwise.

Nope, you only pay for your water once. You would branch off after the meter for sprinklers. One thing VERY important is almost all cities require some kind of backflow prevention from that branch.
