To get the car you have to get a stranger and creeps mission from Franklin version tow trucks mission finish all stranger and freaks mission finish the game I'll get the duke o death i tried that before and I got it :3

Guys thats random event complete 27 and it will unlock and spawn there. If you did complete that random event you can spawn with cheat code and phone number i know that cheat code and phone number for that car

Guys listen me if Duke o death not there random event not working this only retuning player. You cannot found it that random event if you not retuning player. Rail gun too, railgun can be found if you retuning player. Rail gun ITS only PS4, Obox one and PC. Cannot be found in PS3 and obox360. Railgun location in alamo sea on cargo plane wreck. That why rail gun and Duke o death only retuning player

If your wondering why the race isn't there for you is because you have to be a returning player. So you have to go from ps3 to ps4 or from xbox 360 to xbox one.

The Duke O'Death is an armored variant of the Dukes. It is available in Single Player to all players who own and have previously played the PS3 or XBox 360 versions of Grand Theft Auto V, and is also available to all players in Grand Theft Auto Online as of the release of the Special Vehicle Circuit update. Meaning if you haven't played any other versions of gta then you possible can't get the car.
