In the UK you can use Jerome Russell Creme Peroxide 40 Vol (£1.69 from Boots). Worked on my yellowing Air Force 1's.

I learned in cosmo school, that heat activates the developer.. I wonder if you were to hit it with a hair blower if it would work faster?... and the higher the developer the more it opens up the follicles (in hair that is) so lower strength developer might work too it would probably just take longer.

Not to be mean, but you say the yellowing can come from a combination of factors, the reasons for this, being dirty, the way there stored and the overall age. Thats an empty answer. The real reason your shoes turn yellow over time is due to a chemical reaction caused by exposure to various environmental factors such as UV light, moisture, and heat.
