I have a basic doubt, If I have to upload a file (let's say AP Invoice file) to OIC, to be read by an integration which will kick off the 'Import Payables' process, is this the place to upload to ? I just got free Oracle Cloud access , trying to learn integration myself.

No, you can use FTP / SFTP / File server or object storage or any other storage devices for same and read the file with FBDI. Our AP invoice video will be live on this Thursday, both using Fusion instance and with Oracle Integration

Really cool. But how can you access local Windows folder from oracle CLI?

If you run Linux or WSL on windows then you can turn your computer terminal as CLI for OCI

How to upload a folder for oracle cloud bucket?

bucket itself is like a folder or container, if you want upload a folder then zip it and send else upload all files by creating a separate bucket. Also, you can post this query on OCI storage services community page to get more such solutions
