because you don't use rs-232 plugs on routers, ap's, and switches than only usually have rj45 ports

Well if your computer has such a legacy port, then sure, you don't need the USB adapter. Just the RJ45 to RS-232 adapter supplied by the switch should be enough. Of course, I neither have any motherboard/laptop old enough to have that port nor have the desire to buy an that expansion card for my PC.

No, it has hardware inside that pretty much makes it serial only for use through a terminal connection. You probably need a PCMCIA card or even just cheap usb wifi dongle.
