1) Be sure to have paid Copilot Pro subscription 2) Have an Office 365 subscription 3) Make sure the doc/spreadsheet is set to save to One Drive - it wont work saving your docs to your local drive, google drive, etc. If you do those steps, the Copilot icon becomes live.
