Question: why did you say that a stickily-positioned element first behaves like a "position: relative" element until it becomes "sticky?" Seems to me that it's like a "static" element until it starts scrolling - it's just in its place. You yourself say in the video that "they will appear on the page like normal" at first. first of well really nice explanation of CSS position but I want to know should I use Bootstrap or learn about CSS grids and flexbox? I am confused!!!

You should learn both because you'll see both eventually but I think it's good to learn the core languages before moving onto a framework like Bootstrap. You want to know how css works so if problems arise with bootstrap or you need to add custom designs you know how to handle it.
