If the draw feature is not available on PC version, you could only do it in mobile. You could try to draw using the mobile and export the video to use in PC

When ever I use animations for text I have to do it every time there’s a text can you help to make it faster?

You can make a copy of the same text with animation already and then change the text content. This only works if you want the same animation.
