You must install the topology separately. it is an addon. I believe the lateste version that you can use is available at Siemens under version NX1926

Topology optimization works only NX11 and more recent

It is not possible in this version to optimize for optimal eigenfrequency or temperature. I don't know what license is needed because, we have almost every license. However you must install the topology add on first to try it.
