Ephesians 4:11-12 1 Peter 5:1-4 You can see that in Church age God has given pastors including others for building up of the body of Christ, and in 1 Peter 5:1-4 there in verse 2 shepherd the flock of God is referring to the pastor but in verse 4 Chief Shepherd is referring to the Christ as the ultimate Head of Church. Christ is the Head of the Church,(Ephesians 1:22-23) and the Holy Spirit teaches us all things(John 16:46). When Matthew 23 is referring to the context when the Church age has not began yet and when Jesus Himself was present in front of them then they are not supposed to call those self-righteous legalist Pharisees as their Rabbi, because Christ is the only Rabbi to come to reveal the Grace and Truth.
