Hello Stephen, the best way to find wax it to find a local beekeeper (local be clubs are best but ask around and you'll find a beekeeper) and ask if you can buy some wax. It's not cheap, but it will give your colony a big boost. I would avoid store bought wax for many reasons. The best source is from a beekeeper who melts there cappings down. Hope that helps!

you should wax the whole foundation, not just the top

I completely agree, BUT if someone did not have enough wax for that it is still beneficial to add some wax towards the top. Especially since most frames have wax already, jut not as much as the bees would prefer, so getting them started is better than not adding any at all.
