Can you make any 0-10 vdc modulating actuator an on off by applying 24vdc to the signal wire?

i have a question so you said for the actuator to modulate for on/off you need to connected to the input from the controller i thought it should be from a digital output from the controller

Yes! The wiring for on/off will work for all -SR and -MFT actuators.
