@@HazariKKaa I know where you are coming from. You seem to be a upsc aspirant. I am an ex-aspirant(appeared in Cse interview twice) Just look at the current central government. Do you think ministers know nothing? It's not the case nowadays. Let me give an example- Why has there been drastic change in approach of the same bureaucrats who worked under. Congress Bureaucrats cannot deviate even by a millimeter from ministers or they would face the consequences. What I have seen is bureaucrats work on nitty-gritties(language, legalities) once the Cabinet tells them this is what is to be done.
