If I'm writing LTE about a social issue but the Journal in which i want to submit LTE haven't any LTE about that issue or any other case report or original article about that particular social issue , can I use the articles of other Journals? as a reference

I want to ask if the author has mentioned the in limitations about thing that I disagrees to like that point will change the results of his research, then can I write the letter to editor? Also for that do i have to mention do a research first to prove the facts and figures and then write it or do i directly write it and give reference from some other article that is relevant the purpose of study but not relevant in terms of other factors such as place etc

Sir If a research article published in American journal can have impact in Pakistani society too, so would it be necessary to submit letter to the same journal or can we publish it in any Pakistani journal too?
