In the US Midwest we say "yeah, no." It's a way of saying "yes, I heard your request, but sorry, I just can't agree to it." I've also lived in New York, where the same thing is "f--- no!" They're a bit more direct.

If someone were intensely rebellious and always getting into trouble, you might also describe them as a hard case. If someone has almost any trait to such a degree of intensity that it's noticeable and characterising, then they're a hard case.
