Peter of "Make or Repair" built his own range calibrator very similar to a 11683A. Did that calibrator come form the Air Force?

I got it from a DoD auction and the tag says AFTO so I would assume that it did but I can't prove that - I'm pretty there was a thread on EEVBlog where someone made their own as well.

I've been looking for one of these so I can properly service my power meters but don't really want to pay the unobtanium prices some sellers are asking for these things.

Yeah, crazy expensive prices - There was a thread over on EEVBlog I think about making your own using one of the plentiful blown sensor heads. Might be worth a look.
