Thanks - I'm torn between this being an issue in the LCD display or the controller IC starting to fail - the failure mode that I think is happening with the IC (assuming that it isn't the LCD) is that when multiple segments are turned on, the controller can't supply enough voltage/current - I might just have to cough up the $25 to buy the IC from one of the more reputable old IC suppliers - there is zero chance of buying the LCD unless I find someone selling a 7090A for parts. Failing getting the actual HW working then the next steps are to capture the values coming from the plotter and then just drive a new display to show the info (which then leads to the need to find a display that more or less fills the hole in the plotter case).
