Well, the troubleshooting was easy! I purchased an HP 8753A VNA a while back that was listed as not working. It arrived with a board missing from the 1349A display. After finding a replacement I discovered that the display had several cracked solder joints on connector pins causing it to work intermittently - probably the reason why the board had been pirated. The rest of the VNA worked perfectly!

It does make diagnostics quick though when you open the unit :) Anyway, I have a box of parts so I'll rummage through that soon and see if the missing A4 board is there.

How complex is the functionality of the ALC board? Might it be possible to make a replacement?

You probably could - There are a lot of parts on the board but they don't seem to be unobtanium (famous last words) but I would expect that it would be way easier to just find a parts mule and get one from there.
