I thought that would be really cool if your base could actually be rated so that way would actually give you something to do in your HQ so depending on how upgraded your base would be with depend on how high the mercenaries would be armed so they would pretty much just try and take your stuff, but you could kill them and get money and you could earn reputation

The best things to upgrade if you strictly want to make money as fast as possible are the airbase (so you can actually do the upgrades), the operations center, airbase management (so you can get more people on command and get more employees), and maybe also a bit of logistics (oh, and also barracks to actually hold all the people working for you) getting 8 S++ operations employees ensures you'll get the most amount of money per day (16k every 24 hours if you set them all to get you precious metals) the other upgrades are of course good, but should be a lower priority, maximise getting the most money out of your airbase first. Edit: if you set your operators to gather fuel, you can get 36k per day.

Do this but set them to harvest fuel. You'll get closer to the 30k range but you have to log in daily and sell the fuel every 6-12 hours.
