I assume it's a viaduct going in over the canal but I can't understand why the bases are so huge. Thanks for the video anyway.

Maybe because there are two railway tracks and the trains will drive over them with high speed and therefore u need a huge mass counterbalance to take the force of the movement? And also spread the weight on bigger area ..
