with the collapse of the Assad-gov.t. the Russians had no legal basis to maintian presence in Syia, so they started relocating the assets to Lybia to their own base. Now the Russians reached an agreement with HTS, a new paper is signed, and the Eussian presence in the 2 military bases can remain in Syria.
