At all times there are no less than 3 Ohio class submarines within striking distance of Russia. Perhaps some people do not know this, but the US is a nation that currently provides for the possibility of launching a nuclear attack first. In fact, Biden's policy allows "First Use of Nuclear Weapons" in the case of defending the vital interests of the US or its allies. In other words, it allows the use of nuclear warheads in response to attacks that are external to the US. The Russian constitution prohibits such a thing, allowing only a retaliatory strike in the event that an enemy actually tries to shatter the Russian nation. Putin just wants to get on par with the US, also to officially put Belarus under the Russian nuclear umbrella.
