they take the place of the body tags. so there is no need to have body tags.

I love all your tutorials. I've studied all your VBS Script video's and I'm starting the HTML ones. My question Is, is it possible you could do a tutorial on (How to add VBS Script into an HTML) so I could have an HTML in one frame and run a VBS Script in the other frame?

You can watch my HTA videos. Hta can have VBScript and html. But I must warn you that all of this is dead. You're much better off learning something more modern like NodeJs so you can use HTML, CSS and JavaScript to make desktop apps.

This is depreciated in html5. So Unless this is for an assignment for html4 you shouldn't use these. What exactly are you wanting the code to do?

Your laptop isn't the problem, your browser is. Framesets are old and have been depreciated so most browsers have rightly removed support for them.
