i checked that all my codes were identical to his and i followed the steps exactly the same but for some reason when i click it onto internet explorer it just shows me the codes (what i see on notepad) and not the web page. What's the reason for the exclamation point? Is that just standard for letting the computer know it's going to be HTML? Meaning is that what's always going to be used?

I wouldn't focus too much on that exclamation point. This particular doctype tells your browser you are writing your code in HTML 5. There isn't a standard doctype, there are various kinds of doctypes, for various purposes. Check this webpage: www.w3schools.com/tags/tag_doctype.asp
