The word pardon means forgiving an offense. That means a charge has to be made for it to be an offense. It does not mean you can blanket someone with actions unknown and uncharged. When I ask forgiveness for sins I name them, and ask the Holy Spirit to show me ones I have done I may not remember. There is no blanket there. If it is an offense, the HS will show me immediately or when I ask. So yes president has pardon power but the word isn’t being defined legally
