So, from state to state, the big 3 Lottery printers, pollard banknote, IGT and Scientific Games, all reuse their designs. The GAME, however, meaning the odds, payouts structure etc, is all completely different from state to state. So comparing any of the "same" games aren't really comparing the same games. In fact, many states will use designs for say a $50 ticket in one state and it will be a $20 or a $10 in another. It's just a design.

Idea. For this new ticket, put your theory to the test. Scratch for bar code then scan. If that's the trend, it'll be easy to identify if ticket has a win on it. I know TN did that on one of their newly released tickets then changed it around.
