It'll take a lot for Ultron to be on par with Brainiac, Ultron is smarter than all of the smartest people on DC/Marvel earth combined. But that doesn't mean much compared to what Brainac is capable of. He's a space pirate meaning he's been exposed to technological advancements of different civilizations across galaxies light years ahead of Earth for centuries, and has the mental capacity to process octodecillion thoughts at faster than light speed rates.
