The reason you lost so much stability at once is that you had trade routes with "The Eagles" south of you, and those trade routes imported luxuries worth 3 stabs per luxury per city. Later, frictions with those guys started and those trade routes were cancelled (you got a notification). From then on, your stability was in free fall in all your cities. Likewise, buying trade routes with the Mongols just as they become aggressive is not particularly wise: it will hide your empires inherent stability problem for a while without really solving it. You basically pay to outsource your stablity problem. Now, considering the relationship with the Mongols is degrading, this redemption period is likely to be rather short and the investement in the trade routes to be a waste of money. The game features this stability mechanics in order to balance unchecked city growth. If you want to keep this district building obsession/madness going, you need to build more wonders and spread them all over your empire (not just the capital). Once you have the basic sanitations in place (fountain, aqueduct), building wonders is the most effective way to restore stability in your cities. And since you focus heavily on production, you should be able to score wonders pretty fast.
