At 13:28, the discussion is about tight icords. What Stephen suggests for a tight icord is the "icord boost". He has a video on it somewhere on KZbin. You add 3 extra icord stitches every so often to provide more stretch. I've been using another suggestion of his, to knit the first three stitches on the right side starting icord row VERY loosely. This has been giving me enough play and stretch for the icord edge.
