Saw this video somewhere else and it shows the date and TV staffs. It was 24 June 1989 if I remembered correctly. In October the people’s republic was gone.

Senyor Capità Collons no the people’s republic was ended in October 1989 and elections held in March 1990. But in 1989 there were already opposition political groups discussions
