Tbf it shouldn't be accepted anywhere, and if England fans did do this the public reaction should be that of outrage. Just like the treatment towards Saka, Sancho and Rashford was horrendous and rightly criticized. This type of behavior should be punished much more severely, no matter where it is; with life time bans and criminal charges
