If I was Op, I'd take the Jewelry to the bank and get a security box with a lock and instruct the tellers that she is the only one who can get the contents out. Then hire a private Investigator to find out why he wants to sell his wives inherited jewelry. Then file for divorce because he isn't going to stop harassing her about the jewelry.

I have some beautiful family heirloom jewelry that has been in my family for nearly 150 years. One day I am sure someone from a future generation will sell it. But it definitely won't be me. If my husband and MIL stole that jewelry I would not packed a bag and leave, I'd pick up the phone and dial 911.
