For print Tshirts you always be needing .pdf file or .svg. these are vector files that enables manufacturer to resized,color segregation and color changing so that they can make screens ready for screen printing

You would have to sell a design that customers really want if you want to go the route of not being on camera or without ordering samples... it's a lot easier to be on camera (adds transparency and trust) and a lot easier to showcase a sample than a mockup unless it's a design that sells itself
